Striking It Rich?

Preparing to bore even deeper for oil, a worker on a rig near Kome in southern Chad washes part of a drill. Since 2003 a 663-mile-long (1,067-kilometer) pipeline built by a consortium of oil companies has allowed Chad, one of the world's poorest countries, to move its landlocked petroleum across Cameroon to a shipping facility off the coast, and then to the international market. The World Bank, which helped finance the pipeline, requires Chad's government to spend most of a possible six billion dollars in oil revenues on health, education, and other development projects. However, elsewhere in Africa, decades of oil revenues in countries such as Nigeria and Angola have failed to improve the lives of their citizens, instead fueling corruption, pollution, and violence.
